The CCLC  provided policy guidance and technical support to the Ministry of Civil Affairs, UNICEF and the National Expert Group to develop a conceptual framework for strengthening the child welfare policy and legislative framework in China, based on international best practices. The CCLC also drafted a new Child Welfare Act.
