When 2 or more people with parental responsibility for a child cannot come to an agreement about taking the child out of the UK, then the parent wishing to take the child will have to obtain the courts permission to do so. If they do not do this, it may be a criminal offence or contempt of court if they take the child out of the country without the appropriate consent.
