What happens if the non-resident parent does not return the child?
This is a difficult situation because if there is not a residence order from the court, or the child is not at risk of harm, then other parties such as the police are very unlikely to get involved. A parent will have to try to reason with the other parent and if that does not work then start legal proceedings to get the child returned home.
