In 2006, the CLC worked in Lithuania with UNDP to evaluate the existing training programmes for law enforcement officials working in the juvenile justice system, to provide additional training, and to make recommendations on future training. A CLC police training consultant visited Lithuania to assess the existing training schemes and to attend the National Conference on Juvenile Justice in Vilnius on March 16, 2006.

In addition, the CLC is providing technical assistance on the reform of criminal legislation in order to ensure the protection of the rights of under-18s in conflict with the law.
