Project: Drafting the Children’s Code - Providing legal expertise to partners UNICEF and Kyrgyz Government for development of the Children’s Code

In 2005, the Centre provided the legal expertise to UNICEF and the Kyrgyz Government in the drafting of the Children's Code, which enshrined children's rights and the framework for a reformed juvenile justice system. The Centre worked closely with the stakeholder working group (made up of representatives of Ministries, State Agencies and the NGO community) to review the first draft and develop the final Code.

Project: Technical Assistance on Child Protection and Juvenile Justice Reform

Following on from the Children’s Code project in 2005, in 2006 the CLC provided technical assistance to the Kyrgyz Government and UNICEF on the social policy, child protection andjuvenile justice reform process. The CLC team provided assistance to the national Working Group and helped to develop secondary legislation to implement the Children’s Code, including regulations relating to the Family and Children Support Department (FCSD), Regulation on the Commission on Children’s Affairs (CCA) and framework regulation on child protection procedures and processes.
The Children’s Legal Centre’s 2006 programme also included technical assistance for an assessment of the juvenile justice system and development of a Juvenile Justice Law. As part of this process, the CLC organised the visit of a Kyrgyz delegation to look at the juvenile justice system in UK.
